What is a Section 278 Agreement?
A Section 278 Agreement (often referred to as a S278) is a legal agreement under Section 278 of the Highways Act 1980 in the UK. It allows a developer to carry out works on the public highway as part of a planning permission.
In simpler terms:
When a development (like a new housing estate, retail park, or commercial site) affects existing public roads such as requiring new access points, junction improvements, or traffic signals—the developer is responsible for making those changes. A Section 278 Agreement is the legal mechanism that allows the developer to do this work with the permission and supervision of the local highway authority

Typical process for a s278 permit:
Once the s278 has been agreed by both legal parties we can apply for road space.
The typical paperwork required to get the road space is as follows:
– Traffic Management Plan
– RAMS (Risk Assessment $ Method Statement)
– Bill of Quantities
– £10M Million Liability insurance
– STATS (Utility Location Maps)
– NRSWA (Streetworks) cards including Supervisor
